 I really do not understand yet where you are heading with your line 
            of questions. You originally suggested a frame of reference and you 
            said it was not to be larger than the universe. I accepted this premice, 
            but have no knowledge about the frame of reference to which you refer, 
            so I am unable to answer your question. Could you please be more explicit 
            about your frame of reference, what are its properties, what function 
            do you want it to serve, where do you want it to live ... etc. then 
            perhaps you can tell me how it can or cannot be smaller than the universe.
 
 You also asked: "Will the origin of this frame be within the 
            universe?" I don't know, it is your frame, where would you like 
            its origin to be?
